Our process

A development journey, run in the same order every time.

Four phases. Ten stages. The details vary by project, but the discipline remains consistent.

Phase one

Discover and evaluate

Every opportunity enters the same door and is read honestly before anyone falls in love with it.

  1. 01

    Initial property conversation

Owners, brokers and other sources submit a property for our development review.

  2. 02

    Private preliminary review

We review the property and available information to determine whether it fits our Arizona development focus. Submissions remain private.

  3. 03

    Information and document completion

If material information is missing, we identify exactly what is needed and request it directly. Any assumption used in a decision is identified and recorded.

  4. 04

    Fit and feasibility evaluation

The property’s physical, regulatory, market and execution conditions are considered together with the intended residential outcome to determine whether the project should advance.

Phase two

Underwrite and structure

Numbers first, then the entity, the authority, and the controls that will govern the project.

  1. 05

    Underwriting and diligence

A project-specific financial model is prepared and reviewed internally. Figures are projections prepared from reviewed cost and market assumptions, not guarantees.

  2. 06

    Project structure and approvals

Suitable projects proceed under project-specific agreements with defined responsibilities, decision authority, approval controls and reporting expectations.

Phase three

Design and deliver

The team is assembled, the design is resolved, and the residence is built to the drawing.

  1. 07

    Design and preconstruction

Architecture, interior design, consultants, budget, and schedule are coordinated before construction begins.

  2. 08

    Construction

Construction is carried out by our own building team under the project entity, with progress tracked and reviewed. Participants receive regular updates throughout.

Phase four

Complete and report

Progress and outcomes are reported to the people with a stake in them, through to close-out.

  1. 09

    Marketing and sale

Marketing can begin during construction, so the sale may overlap with the final stages of the build.

  2. 10

    Completion and final reporting

The residence or phase is completed and closed out, and participants receive final reporting. Milestone, budget, schedule, decision and risk reporting continues at every stage before this.

Property evaluation

How a property is actually read.

No single characteristic decides whether an opportunity advances. We consider the property, the proposed residential outcome, the market evidence and the cost and risk of execution together.

The site itself

We begin with lot size and shape, orientation, topography, buildable area, access, utilities, drainage and likely sitework. These conditions establish what can be considered before a design or financial conclusion is drawn.

Existing improvements

The age, condition, layout and position of an existing residence may support a remodel or expansion, limit those paths, or make replacement worth studying. An older home is not treated as a teardown by default.

Location and market

The surrounding neighborhood, recent comparable activity, intended resident or likely buyer, and competing residential product help define what the property may credibly support. Comparable evidence is interpreted in the context of the particular site and intended residence.

The expected residential product

We consider what type, scale and quality of residence the site can credibly carry. Architecture, interiors, engineering, sitework, construction and other professional-cost assumptions are developed for that property rather than borrowed from an unrelated project.

Property basis, schedule and carrying considerations

When a property is being acquired, the proposed price is considered alongside the expected scope, schedule and costs of holding and delivering it. For a property already owned, the existing basis and intended level of investment remain part of a complete project view. A compelling address does not overcome a scope or timeline the project cannot support.

Underwriting and material risk

Underwriting brings the site, market, cost and schedule assumptions into one project-specific view. Material unknowns remain unresolved until reliable information is available; missing information is not treated as zero, and projections are not guarantees.

Overall fit

The final question is whether the property and intended outcome fit Community Development’s Arizona focus and can proceed through disciplined design, construction coordination, governance and reporting. A property opportunity may be declined when that alignment is not present.

This is a development review, not an appraisal, valuation, offer or approval. Community Development does not publish its proprietary thresholds or full internal criteria model. Software may support research and analysis; accountable people review the evidence and make project decisions.

Evaluation summary

Six dimensions bring the review together.

Location
Submarket, setting, access, surroundings, and long-term desirability.
Entitlement
Zoning, approvals in place, approvals required, and realistic path and timing.
Market support
Comparable activity, price positioning, absorption, and buyer profile.
Design potential
What the site allows architecturally and how that fits the intended buyer.
Execution feasibility
Site work, utilities, contractor availability, and delivery sequence.
Financial viability
Acquisition basis, cost structure, and whether the opportunity underwrites.

We manage, coordinate and build.

Community Development evaluates the property, coordinates the professional team, manages material decisions and maintains visibility into budget, schedule and risk. Architecture, design, engineering and other professional services are performed by the appropriate professionals, and construction is carried out by our own licensed building team.

Figures prepared during underwriting are projections from reviewed cost and market assumptions, not guarantees of outcome.
